RLF Loans

      The objective of the Revolving Loan Fund program is to provide small businesses in rural communities with the financing that cannot be found through other traditional sources or the SBA 504 Loan program. This financing will help to provide long-term economic growth through job creation and retention.

      Each of the following RLF programs comes from a different source, and is used in different eligible areas.  The ECIPDA EDA RLF program came from the Economic Development Administration (EDA) as a grant to East-Central Idaho Planning & Development Association (ECIPDA). The Custer EDA RLF came from a grant to Custer County from EDA.  The ECIPDA IRP RLF program comes from a one percent loan from USDA Rural Business - Cooperative Service.  The ECIPDA/RDA IRP RLF program also came from a one percent loan from USDA Rural Development.  The Headwaters RLF program comes from an ICDBG Block Grant through the Idaho Department of Commerce to the Headwaters Development Corporation.  The Rexburg RLF program comes from an ICDBG Block Grant from the State of Idaho to the City of Rexburg.

      Eligible borrowers for these programs include healthy small businesses seeking to start-up, expand or retain their employee base. They must be for profit companies that meet the SBA 504 size standards. Eligible projects include plant acquisition; new construction; renovation or expansion; machinery and equipment; furnishings and fixtures; inventory and receivables; and working capital.

      All RLF loans require sufficient collateral to cover the loan amount, and may include real estate, machinery and equipment, furnishings and fixtures, inventory and receivables, assignments of contracts, and personal or company guarantees.  Maximum terms include 5 years for working capital, inventory and receivables, 10 years for machinery and equipment, furnishings and fixtures, and 20 years for real estate.
